# 19+ Game Guide

## 1. Overview

This guide is designed to help game companies offering 19+ (Adults Only) games identify risk factors in advance and pass review more quickly. ONE store broadly supports 19+ content while upholding, at minimum, the principles of user protection and compliance with the laws of each country. Game companies are encouraged to refer to the criteria below from the content-creation stage onward and review potential risks in advance.

## 2. Director's Cut Classification

Director's Cut is not a statutory rating; it is product information that a game company offering 19+ content sets on its own. Setting this product information causes the game to be displayed in the 'Director's Cut Zone' designated by ONE store. Game companies set this product information at their own discretion, based on the content level of their game, and if it is set in a way that does not match the actual content, ONE store may remove or reclassify that product information.

However, regardless of whether a game is displayed in the Director's Cut Zone, the game company must equally comply with the statutory rating classification standards of the target distribution country, which is managed in accordance with Section 6 (Actions for Policy Violation).

ONE store may, based on its own business judgment, restrict the display of 19+ content in certain countries, and the list of such countries may change at any time without prior notice. Even if a developer has selected a country as a distribution target, the product may not be displayed in that country if it is subject to ONE store's display restrictions.

## 3. Basic Principles

For 19+ games, the scope of what is permitted and the acceptable level of expression vary by country and culture. Reflecting these differences, ONE store determines the scope of service based on the statutory rating classification standards of the target distribution country. Separately from this, ONE store also operates a set of content types that are prohibited entirely, regardless of country or rating, as set out below. Game companies should review the criteria on this page together with the "Restricted content" section of the [ONE store Review Guidelines](https://onestore-dev.gitbook.io/dev/eng/docs/review/one-store-review-guideline).

## 4. Mosaic (Concealment Processing) Guide

When offering 19+ content in countries that require mosaic censoring, concealment processing must be applied in accordance with the criteria below. Concealment processing collectively refers to methods — such as mosaic, white cutout, solid color fill, black bar (white bar), mask, or covering with an object — that prevent male and female genitalia from being directly visible. Regardless of the method used, the following minimum standards must be commonly observed.

* **Mosaic size**: A minimum of 4 pixels square must be applied. If the longer side of the entire image is 400 pixels or more, a mosaic of pixels-square calculated at the level of 「the longer side of the entire image × 1/100」 must be applied to the necessary area.
* **Indistinguishability**: Regardless of the method used, the area must be in a state where visual detail cannot be discerned.
* **Irreversibility**: The processing must be applied on the same layer so that it cannot be technically reverted to the original depiction.
* **Scope of processing**: Concealment must include the outline of the area; any translucent processing that reveals detail is not recognized as concealment.
* **Applicable areas**: Genitalia or areas that evoke genitalia. This applies to any area ONE store determines to be necessary, except where partial processing alone results in the area being sufficiently indistinguishable.
* **Alternative processing methods**: The same principles apply when using methods other than mosaic (white cutout, solid color fill, black bar, etc.).

## 5. Detailed Criteria for Fully Prohibited Content

The items below are content that ONE store cannot offer in service, regardless of whether the content passes rating classification in the target distribution country. This is intended to protect users and prevent legal risk. Game companies are encouraged to refer to the criteria below from the character-design and narrative-construction stage.

1. **All forms of content that sexually exploit minors**\
All content that depicts minors as sexual objects is prohibited. This applies regardless of whether the content is live-action, an animated or illustrated creative work, or a text-based depiction. Even where a character is set as an adult, if their appearance or narrative can be perceived as that of a minor, the content is likewise prohibited — please be mindful of this from the character-design stage onward.
2. **Content that glorifies or promotes non-consensual sexual situations**\
Content that glorifies non-consensual or coercive sexual situations, or justifies them as entertainment, cannot be offered in service. Even where such a situation appears as part of the narrative, if it is portrayed as a positive or appealing situation, it falls under this prohibition.
3. **Non-consensual sexual images or videos of real, identifiable individuals**\
Nude or sexually explicit images, videos, or deepfake content depicting real individuals is, in principle, prohibited regardless of whether consent was obtained. Because game companies cannot demonstrate proof of consent to ONE store, sexual content featuring real individuals should be excluded in advance.
4. **Content that glorifies or realistically depicts abusive situations**\
Content that realistically depicts or glorifies actual instances of violence, abuse, torture, or atrocities is prohibited. This is distinct from the level of fictional violent expression generally accepted in 19+ games, and depictions that evoke actual events or are excessively realistic may be subject to individual review.
5. **Content depicting sexual acts classified as serious crimes under applicable law**\
Content depicting sexual acts that constitute serious criminal offenses under applicable law — such as sexual acts with a party who cannot be a subject of sexual consent — is prohibited. The same applies to content of an equivalent nature.
6. **Content that promotes actual illegal acts, such as human trafficking**\
Content that promotes actual illegal acts — such as human trafficking or the solicitation of prostitution — or provides specific instructions for carrying them out is prohibited. Even where used as a game setting or narrative device, if the content describes a method in a specific, actionable level of detail, it falls under this prohibition.
7. **Sexual or violent content combined with discrimination against or hatred of a specific group**\
Hateful sexual or violent, demeaning expression targeting a specific race, religion, gender, disability, or similar group is prohibited. This applies where a character or narrative is used for the purpose of sexually mocking, demeaning, or violently objectifying a specific group.
8. **Content that promotes drug use in combination with sexual situations**\
Content that specifically depicts or provides instructions for actual criminal methods, such as date-rape drugs, in combination with sexual situations is prohibited.
9. **Content depicting the sexual grooming of minors**\
Even without direct sexual depiction, a narrative structure that normalizes or glorifies a secretive relationship or the keeping of secrets between a minor and an adult is prohibited. This is assessed separately from item 1 (sexual exploitation of minors), and service may be restricted where a grooming pattern itself is identified.
10. **Content whose primary purpose is to cause users displeasure, disgust, or shock through sexual or violent expression**\
Content whose sole purpose, independent of narrative or gameplay, is the provocative nature of the sexual or violent element itself is prohibited. Even where content does not fall under any of the preceding individual items, the same prohibition applies where ONE store determines that it causes users significant displeasure, disgust, or shock.
11. **Content that may violate Payment Gateway (PG) policies**\
Separately from the legality of a content's rating classification, each Payment Gateway (PG) determines, under its own policy, the types of content for which it will process payments. Accordingly, for certain rated content — such as Adult-only content — the available payment methods may differ from those for general content, and only the payment methods permitted by the relevant PG will be offered for such content. PG policies may change without prior notice, and the scope of available payment methods may change accordingly. For content that no PG will process payments for, the provision of payment methods may be limited, which may make it difficult to offer paid services.

## 6. Actions for Policy Violation

The items under "Detailed Criteria for Fully Prohibited Content" above are illustrative examples, and the same prohibition may apply equally to content that ONE store determines to be equivalent. Any product that violates these criteria constitutes a "Product Unsuitable for Sale" under the ONE store Software Sales Terms and Conditions, and liability arising from such violation rests with the game company that registered the product. ONE store continuously monitors 19+ content already in service. If non-compliance with country-specific rating classification standards or any of the prohibited items above is identified, the service of the relevant game may be suspended (banned) immediately — with or without prior notice — and the product may be removed from the entire service if necessary. Primary responsibility for determining whether the above criteria are met rests with the game company.
